Early Intervention for Children with Special Needs Birth-To-Three Years of Age

What is the Birth-To-Three Program?
It is an early intervention program serving children ages birth to three. Program staff work in partnership with parents to plan an individual program for each child. Learning experiences are developed to enhance child/parent bonding and encourage development of speech/language, thinking, self help, social, and motor skills. Services may take place at the child's home, at Headwaters, or in other community settings.

What are Birth-To-Three Services?
Staff will:
Identify family concerns and issues.
Identify and link with medical, financial, and community resources.
Identify individual and family goals for now and the future, respecting each family's lifestyle, habits, routines, and commitments.
Advocate for service expansion within your community as needed.

Who might benefit from Birth-To-Three Services?
Families with children under the age of three who:
Have difficulty talking or understanding what is said to them.
Have difficulty with motor actions such as rolling, crawling, sitting, walking, throwing or jumping.
Have difficulty with feeding or dressing skills.
Live in Forest, Oneida, or Vilas counties.
Have special needs such as visual, hearing, or learning problems.
Have certain congenital or genetic conditions such as Down Syndrome, Cerebral Palsy, or Cleft Palate.
Have delays due to premature birth.

How do Birth-To-Three Services fit in with other community services?
The Birth-To-Three home based Program is one piece of a network of family support services offered in your community. Your service coordinator can help you connect with other services that might be helpful to you.

What will these services cost?
The Infant Development Program is funded primarily through the Tri-County Human Services Board of Forest, Oneida, and Vilas counties. By law, all core services, such as service coordination , screening, and evaluation are provided at no cost. For some families, there may be a small co-payment for other services (based on income). Participation in the Program is voluntary and families may choose which services they wish to receive.
